I don’t know why this works, but before inserting your include, place a
couple of plain Body — assuming you’re using Body — paragraphs "around"
where it is to go, insert text, then remove the Bodies.

Hi:
We’re having a recurrent problem with text includes in Frame 7.2. When
the text include is updated, Frame insistently inserts a blank H1
after the include, and we can’t find a way to prevent this.
The spurious blank head, of course, shows up as a blank entry in the
TOC.
Anyone seen this before? Thoughts?
