Framemaker Win32 Command Line Undocumented Options
Adobe buried this information in the knowledgebase for Framemaker. It details different options you can pass to Framemaker on the Windows command line to start it in different modes.
There are limits to the usefulness of this– if you put it in a batch file, then once Framemaker opens, the batch file continues execution. You don’t have any meaningful way to communicate with the running process.

Opens a new instance of FrameMaker.
“C:\Program Files\Adobe\FM5\Frame.exe” /1
Opens the current instance of FrameMaker, if there is one;
otherwise, opens a new one.
“C:\Program Files\Adobe\FM5\Frame.exe” /2
Opens a new instance of FrameMaker.
“C:\Program Files\Adobe\FM5\Frame.exe” Test.fm
Opens Test.fm in the current instance of FrameMaker, if there is
one; otherwise, opens it in a new instance.
“C:\Program Files\Adobe\FM5\Frame.exe” Test.fm /1
Opens Test.fm in the current instance of FrameMaker, if there is
one; otherwise, opens it in a new instance.
“C:\Program Files\Adobe\FM5\Frame.exe” Test.fm /2
